Planning and development is underway for new offices for Staffordshire council.
It is hoped that the council buildings will be among the most eco-friendly buildings in the UK through careful consideration in the construction process.
The four-storey offices are part of a range of on-going redevelopment work in the centre of Stafford which aims to revitalise the area.
The construction company will provide 158,000 sq ft of central office space for Staffordshire County Council and 13,000 sq ft of shops and cafes at Tipping Street.
Andrew Wilbram, regional director at VolkerFitzpatrick, said: "Not only is this an important scheme for Staffordshire County Council, it is also a scheme we are very proud to be involved with."
He added that the company had currently reduced its own carbon footprint by 70 per cent so it is pleased to be able to assist the council.
The project will start on site before the end of the year and is expected to take 18 months to complete.
The Building Research Establishment reports that buildings are responsible for approximately a third of the world's greenhouse gas emissions and 40 per cent of its energy use.
